This regional inequality can be controlled by formation of psychology cluster. Cluster can be formed in considering expertise on specific field. For example, cognitive psychology cluster will be formed with Allahabad, Benaras, Delhi, Mysore, Bhubaneswar and Calcutta university. Clinical psychology cluster will be formed with departments providing M.Phil in clinical psychology. Departments providing knowledge above the post graduation can be incorporated in this cluster based on their expertise. So, NIMHANS, CIP, IITs, IIMs, ISI., IISC, TISC, XIBM, XISS will get entry in this cluster. The function of cluster will be inter exchange of faculties, PG students and Research fellows for training and development in need based areas. Function of each cluster will be to reduce inequality within the group. This will strengthen their own internal system and regional imbalance. Another function will be to invite members of other clusters in order to facilitate interaction among the knowledges of other different clusters.

So, faculties can move to other university for periodic visit as visiting faculty. Clustering units will provide some relaxation in accommodation and fooding . Third will be to propagate knowledge to another cluster based on the needs or creation of needs. Cluster convener will do this.

To achieve this goal, no new rules are needed. Existing university rules are sufficient. Only one memorandum about inter departmental exchange of faculties and students should be accepted by the faculties of all the departments .
